In the summer of 1998, the City of Middletown began investigating the various elements involved in providing a skatepark. Insurance issues and facility location were resolved and the next major step was to determine funding sources for the skatepark. During this time Baker Concrete Construction Company from Monroe, Ohio was searching for a community project in conjunction with" Make A Difference Day" and stepped forward to provide the material and labor to build a skatepark. In addition to Baker's major contribution, their staff and city staff were instrumental in recruiting donations or reduced cost for equipment and materials.
